As you can see my pincushion, pepperoni is very straggly. Would you cut them off and heal them over and re-replant or leave it?

Time to fertilize my Turtle plant. I just bought liquid fertilizer but, the plant doesn’t need water. Should I wait to fertilize till next watering?
